Realtime Governance for the Office of the CFO argues that finance governance is still retrospective: controls are applied after money has moved, decisions rely on stale data, and context is lost as transactions pass between people and systems. The paper describes three layers of the problem: continuous volatility in regulation, costs and technology; latency in decision cycles caused by manual handoffs and system silos; and governance gaps across compliance, fraud prevention, auditability and fragmented processes.
It cites Coupa’s Strategic CFO Report (via Forbes): 44% of CFOs cannot make informed decisions because of data challenges, and 25% still rely on manual processes. It explains why automation alone does not close these gaps: it speeds up processing but strips away the context that governance needs.
The paper then proposes a new category, real-time governance and control, built on three ideas: organisational memory that connects agreements, policies and transaction history; pre-transactional intelligence that checks every transaction before approval or payment; and human-in-the-loop oversight that keeps people accountable and captures their judgement for reuse. RedOwl is presented as a layer that works alongside the existing finance stack rather than replacing it. It includes forewords from RedOwl CEO and co-founder Jitto Arulampalam and from Gareth Lewis, Director of Account Management at Mastercard.
